More than 40 warm enterprise pre registration


According to the regulations, the first batch of export chemical enterprises (with an annual export volume exceeding 1000 tons) must be registered before November 30, 2010, otherwise they will be rejected by the European Union.

Wenzhou entry exit inspection and Quarantine Bureau revealed that our city's exports of chemical products are below 100 tons. At present, this regulation has limited impact on Wen enterprises.

According to statistics, our city has completed pre registration of more than 40 enterprises, most of which belong to the pen making industry.


The REACH is the EU's acronym for the registration, evaluation, authorization and restriction of chemicals.

The regulation has been implemented since June 1, 2007, and has become a "green barrier" that has a greater impact and has more extensive products after the three major environmental directives of WEEE, RoHS and EUP.

The industries involved include upstream enterprises such as organic materials, plastics, pesticides, and downstream manufacturing industries such as shoes, clothing and electronic toys.

After the implementation of the regulations, chemical enterprises will undoubtedly pfer huge registration fees to downstream enterprises, causing the cost of products such as textiles, clothing, shoes, toys, furniture and so on. On the other hand, downstream related export products will be required to provide necessary testing certificates, thereby increasing the expenses of enterprises.


Recently, 38 high degree of concern substances (SVHC) have come into effect in the regulation, and the downstream enterprises such as the European footwear industry must inform the high degree of concern material contained in the products.

"Since last year, the cost of testing has risen all the way, and now the cost of testing a shoe is up to ten thousand yuan, including 16 items of chemical testing."

It is understood that the purchase of EU supermarkets and shopping malls is very demanding for environmental protection. Generally, product inspection will be required according to REACH regulations, which will be more recognized by the international third party testing institutions.

For textile, building materials, household appliances and other downstream products, joint inspection can be sought in the industry chain and industry, or a consensus can be reached with merchants to bear the cost of testing.


Enterprises will also choose suppliers who can produce test reports to purchase raw materials. "From raw materials to finished products, chemicals will be used in almost every production process, and the sources of chemical raw materials also involve different channels.

The supplier will definitely pass the inspection cost to the procurement cost. "

Chen Lifeng said that when purchasing raw materials, a traceability system should be established, and problems could be found in time.


"Although the cost of testing is very high, it will bring long-term stable customers to the company after passing smoothly."
