In 2004, the United States issued a safety specification for children's clothing in 2004 and the EU in 2007: the safety standard for children's coats (ASTM F1816-97) and "children's clothing safety code - children's clothing cord and band" (EN14682).

In 2001, the EU revised the directive No. 59 of the EC in 1992, and issued the new basic directive on product safety (2001/95/EC, the acronym for GPSD in English), and asked all Member States to implement the directive from January 2004 to 1992.

GPSD has put forward the basic regulations for product quality and safety, which is applicable to all consumer products except food, especially for product safety requirements without special regulations.

Its legislative purpose is to ensure the quality and safety of products in the EU market, thereby protecting consumers' health and safety while promoting the normal operation of the unified market within the EU.

Since the introduction of EN14682:2007, the European Union has been conducting strict spot checks on imported children's clothing. Since 2008, there have been more than 260 cases of children's clothing recalled each year.

The safety performance of children's clothing rope exported to the EU has become a serious obstacle to the export of children's clothing and an important reason for the economic loss of our enterprises, thus directly affecting the survival of one hundred thousand domestic workers and tens of thousands of children's clothing manufacturers.

To this end, Jiangsu Nanjing inspection and Quarantine Bureau of science and technology personnel took the lead in the establishment of a scientific research team to tackle problems.

In order to provide a reference for the inspection and quarantine officers and the enterprises to solve the trade disputes, we have collected the more comprehensive samples and tagged the requirements of the standard clauses and prohibited contents, and classified the different defects and defects according to the standard clauses, so as to provide reference for the inspection and quarantine frontline personnel to enforce the law and to solve the trade disputes, so as to provide references for effectively coping with the EU trade measures and helping enterprises to control the quality and safety of products from design, production and inspection aspects.

Some salesmen lack experience, do not understand the requirements of foreign laws and regulations, and lack the minimum judgment for the legal requirements of product styles.

In order to reduce losses, trading companies often find various reasons or excuses to blame the manufacturers for the returned products. Therefore, they also cause losses to manufacturers.

With the continuous growth and standardization of production enterprises and the improvement of management level, production enterprises have more and more say in the process of receiving orders. However, when they encounter difficult design problems, they often hold their own views because of different understanding of standards.

The results of this study can provide a strong reference for the compliance assessment of production and design of industry and trade enterprises, and provide the basis for solving the contradiction between industry and trade, coordinating the relationship between industry and trade and solving trade disputes.
