All regions should be encouraged to optimize the layout of trade and investment in accordance with relevant national development strategies, plans and local realities, improve various public services, foster advantages and characteristics of export-oriented economies, undertake international industrial spanfer, organize international trade exhibitions and other foreign trade matters, and focus on less developed areas and border areas. < /p >
< p > 2. encourages all regions to provide support for enterprises with an import and export volume less than US $45 million in 2013 to enhance their international operation capability. They include: enterprise training and information construction, international market inspection, publicity, promotion and exhibition, overseas patent application, trademark registration and qualification authentication, overseas investment (discussion), etc. Among them, the development of emerging markets in Latin America, Africa, the Middle East, Eastern Europe, Southeast Asia, Central Asia and other international certification such as quality management system certification, environmental management system certification and product certification are given priority support. < /p >
< p > 3. to support the spanformation and upgrading of foreign trade and optimize the structure of foreign trade. It refers to the contract of service outsourcing between domestic enterprises and overseas customers, providing international (Offshore) outsourcing services to overseas customers and obtaining income from overseas. Key support for demonstration city service outsourcing public service platform construction; undertake international service outsourcing business enterprises (hereinafter referred to as service outsourcing enterprises) obtain international qualification certification; service outsourcing business enterprise to carry out personnel training; training institutions (including colleges and universities, the same below) carry out international service outsourcing personnel training. < /p >

It refers to the contracting of overseas construction projects in China's domestic enterprises, including consulting, prospecting, designing, supervision, construction, procurement, construction, installation, commissioning, operation and management. It will focus on supporting projects with high added value, strong influence and technological standards in infrastructure, basic industries and areas conducive to improving the livelihood of the local people. < /p >
