Ma Yun of the Development Summit Forum came to Gansu, and was highly received by Wang Sanyun, Secretary of the Gansu provincial Party committee and governor Liu Weiping.

Following the signing of the agreement with the Xinjiang Autonomous Region government, the Alibaba and the Gansu provincial government also signed a strategic cooperation framework agreement in the field of cloud computing and big data, which is the third agreement signed by Ali in the northwest.

In May this year, the Ningxia Autonomous Region government also signed a strategic cooperation framework agreement with the Alibaba.

At this point, Ali group has signed three provinces and autonomous regions along the Silk Road Economic Belt, and is still negotiating with other provinces such as Shaanxi. Its intention to layout the Silk Road Economic Belt is obvious.

Alibaba along the Silk Road

For the western region, the most important regional strategy is the Silk Road Economic Belt.

Since Xi Jinping put forward the proposal to build the Silk Road Economic Belt in Central Asia in September last year, the western provinces, especially the northwest provinces along the ancient Silk Road, have followed up.

Around the concept of the Silk Road Economic Belt, five provinces in the northwest put forward different ideas. Shaanxi proposed a new starting point, and Gansu proposed to build a golden section. Ningxia and Qinghai proposed to build a strategic fulcrum, and Xinjiang proposed the construction of the core area.

While the government is touting the Silk Road Economic Belt, many enterprises are also showing great interest in the Silk Road Economic Belt.

Alibaba stakeholders told reporters on twenty-first Century economic report that the layout of the Silk Road Economic Belt is indeed considered in the signing of the above-mentioned provinces and autonomous regions.

In addition to signing contracts with Ningxia, Xinjiang and Gansu provinces, Ali is still negotiating with other provinces on the Silk Road Economic Belt such as Shaanxi.

Prior to this, Alibaba and Ningxia decided to cooperate and exchange on e-commerce, cloud computing and big data, and jointly build Ningxia into an important strategic node of the Sino Arab Internet economic test area and the Silk Road Economic Belt.

Alibaba and Xinjiang signed a contract to jointly build "digital Internet Xinjiang", focusing on four major sections: e-commerce, logistics, cloud computing and Internet finance.

In Gansu, the content of cooperation between the two sides is very similar, focusing on deepening cooperation in five aspects: cloud computing, e-commerce, smart city, Internet industry, intelligent logistics, and promoting the construction of "smart Gansu".

According to the strategic agreement signed by the Gansu provincial government and the Alibaba, the two sides will jointly promote the construction of the Silk Road Economic Belt Based on cloud computing and big data.

Taking full advantage of Alibaba's leading edge in the Internet and cloud computing technology and the location node advantages of Gansu in the Silk Road Economic Belt, Gansu will become the output of cloud computing services to Central Asia and West Asia.

Now the Alibaba has signed strategic cooperation framework agreements with 9 provincial governments, including Hainan, Zhejiang, Guizhou, Guangxi, Ningxia, Henan, Hebei, Xinjiang and Gansu.

Gu Jianbing, director of public relations of Alibaba group, said that the current cooperation is mainly in the central and western regions, because the traditional commerce in these areas is not developed, and the local agricultural and sideline products, agricultural and animal husbandry products are difficult to pport.

The Alibaba layout of the Silk Road Economic Belt, in addition to considering the local agricultural and sideline, agriculture and animal husbandry products market expanded to the whole country, but also hope that through cross-border e-commerce, expand the market to neighboring countries.

"The opportunity we see here is the agricultural and sideline products going all China to the whole world, and the cross-border trade in the vicinity is also what we want to focus on in the future."

In November 24th, Ma Yun said at the summit of e-commerce development in Xinjiang.

Co construction of government and enterprises

The Silk Road

As for Ali's layout action on the Silk Road Economic Belt, the local government has shown great enthusiasm. Ma Yun has received high standard local reception wherever he goes.

On the northwestern trip, Zhang Chunxian, Secretary of the Xinjiang Autonomous Region Party committee, held talks with Ma Yun. The chairman of the autonomous region Nur Bekri presided over the forum. The Secretary of the Gansu provincial Party committee Wang Sanyun also met with governor Liu Weiping together with Ma Yun.

Qian Guoquan, vice president of Gansu Urban Development Research Institute, told the twenty-first Century economic report that the local government is very positive about this matter. Gansu is a large province of resources. There are many advantages that can be promoted by means of e-commerce.

For the areas along the Silk Road Economic Belt, there are currently three ways to build the Silk Road Economic Belt, that is, land, air and Internet silk road.

Zhang Baotong, deputy director of the academic committee of the Shaanxi Academy of Social Sciences, told the twenty-first Century economic reporter that the Silk Road on land was hindered by more complicated procedures such as customs clearance, inspection and quarantine and so on. Therefore, the more convenient air Silk Road and the Silk Road on the net became the priority of the development of the silk road.

Across borders

Electronic Commerce

On the other hand, many local enterprises along the Silk Road Economic Belt are also doing business.

Take Ningxia as an example, as an inland open economic experimental area for Sino Arab cooperation, local enterprises already have e-commerce platforms for Sino Arab e-commerce.

In addition, Yinchuan is also the second batch of cross border trade e-commerce pilot cities approved by the General Administration of customs.

Duan Qinglin, member of the Ningxia autonomous region CPPCC member and director of the Institute of Economic Research of the Ningxia Academy of Social Sciences, told the twenty-first Century economic report that Ningxia autonomous region is building an online Silk Road, trying to create cross-border e-commerce in China and Ningxia. Some small local e-commerce enterprises in Ningxia are doing it, but the autonomous region also hopes to introduce large business groups like Ali.

Zhang Baotong believes that because e-commerce links the Internet, logistics and the real economy, it can promote the development of local industries, so local governments are very supportive.

In the construction of the Silk Road Economic Belt, the areas along the route also have their own strategic intentions.

In addition to the above Gansu's desire to export cloud computing services to Central Asia and Western Asia, Xinjiang also plans to build eastward radiation to the western region, to the west to Central Asia, to radiation Asia and Europe, to the electronic commerce center and cloud computing base.

In addition, Ningxia also wants to build an important export base for e-commerce and export of cloud computing services, while Ningxia is also building a cloud computing base known as "the world's top".

For Alibaba, the Silk Road Economic Belt is a comprehensive channel of energy, pportation and communications between China and Central Asia and Europe.

These industries are all data intensive industries, and at the same time need massive data exchange, which can provide broad space for the development of big data industry.

Through cooperation with these locals and local location advantage, Ma also hopes to promote Alibaba's cross-border cloud platform construction along the Silk Road Economic Belt.
