Akesu is an agricultural town located in Xinjiang, China. YOUNGOR is one of the largest shirt manufacturers in China.

In 2011, the company was located at the plant, aiming to be closer to the main cotton producing area.

Soon the rest of the business will follow: Beijing wants to create 1 million textile jobs in Xinjiang in 2023.

Most Uyghurs live in the poorer southern Akesu.

There, Beijing has launched a clear move to create more jobs for Uygurs.

This is one of China's attempts to tackle the economic factors behind Xinjiang's instability.

Recently, carrot and stick have been applied in Beijing to provide employment and development on the one hand, and to treat local separatism on the other hand.

The local YOUNGOR factory has more than 500 employees, almost all of whom are Uygurs.

The average basic salary is about 3000 yuan per month and provides room and board.

The factory leader said, "there are still a lot of people coming out of the countryside in Xinjiang."

He refers to government data showing that 2 million 600 thousand rural residents went to Xinjiang to find jobs in 2014.

More than 60% of China's cotton is produced in Xinjiang.

Cotton spinning enterprises are close to the supply of raw materials, which is a great advantage.

The local electricity price is about half of the coastal provinces, which is also advantageous to the spinning mills.

But spinning needs less staff, and 1 million jobs are needed to create the entire industry chain from dyeing, weaving to clothing production.

Many parts of Xinjiang (including Akesu) are listed by the World Resources Institute as high-risk areas for water scarcity.

But Xinjiang is in the core area of "New Silk Road".

Beijing is investing heavily in the construction of new railways from eastern China through Xinjiang to Central Asia and then to Europe.

This will eventually shorten the pportation time to some markets, which will make Xinjiang's enterprises more reliable than shipping.

Beijing subsidises pportation, personnel training and insurance, and provides generous financing support, which is also intended to stop investment flows to the foreign textile industry.

For the locals, the monthly wage of textile mills is two times that of other jobs in the city, and several times that of farming.

Attracting them to work in factories in the city will also help Beijing achieve the desired regional cultural integration.
