Rapid growth of China's textile exports
The ten year of joining WTO is one of the fastest and best periods in China.
Data show that in the past 10 years, China's export scale and import scale have increased by 4.9 times and 4.7 times respectively, attracting foreign capital about US $about 700000000000, and 480 of the world's top 500 enterprises have been doing business in China.
During this period, the export of China's textile industry has entered a steady growth stage after the rapid growth period of quota liberalization. Under the influence of the international financial crisis in 2008, the world's textile and clothing trade declined, and the export growth rate of industries slowed down. The average annual growth rate of 2005~2008 increased by only 0.03 percentage points over the average annual growth rate of 2000~2005.

Over the past 10 years, China's international trade frictions have seen a trend of rapid growth.
Especially since the outbreak of the international financial crisis, the process of economic recovery has been further divided, and some major economies have intensified their macro policy self-care, and trade protectionism has been constantly warming up. China has become the main target country of trade protectionism.
In 1980~1989, China was accused of anti-dumping accounting for 4.6% of the total number of anti-dumping cases in the world, and 13.2% in 1990~1999. In 2000~2009, China was accused of anti-dumping accounting for 26.3% of the total number of anti-dumping cases in the world, of which 2005~2009 reached 34.7%.
Protection measures for China's textile and clothing trade in the first quarter of this year
As the main product of China's export earnings, textile and apparel industry has been a major share in the global trade remedy for 10 years. According to the investment analysis and forecast report of China chemical fiber industry in 2010~2015 published by China investment advisor, China has launched 55 special safeguard measures for foreign textiles in China in 2001~2008.
In 2009, the global trade protectionism against China's textile and clothing export products reached a record high.
According to statistics from the Ministry of Commerce, there were 45 cases of anti-dumping related to Chinese textile and clothing in 2009.
It involves a series of products, such as chemical fiber filament, chemical fiber staple, curtain, ribbon, electric blanket, cord fabric, cotton yarn, sheet, linen, narrow loom and so on.
From the perspective of trade protection measures, it can be roughly divided into two categories: policy and technology.
The policy trade protection measures are mainly based on two counter one guarantees (anti dumping, countervailing measures and special safeguard measures).
It restricts the entry of other countries into the market and threatens their related industries in the form and means of law.
In recent years, such measures have been normalized and are increasingly developing in the international market, such as India, Pakistan and other developing countries.

Technical trade protection measures are mostly concentrated in developed economies such as the United States, Japan, the European Union and Canada.
Developed economies have sound standards and testing institutions.
In order to prevent the impact of China's textile and clothing on its market, a number of new regulations have been promulgated and updated, such as REACH regulations, banned azo dyes, textile eco label standards, and OekoTex100 certification standards.
In fact, in recent years, the protection of international trade of China's textile and clothing exports has become more and more normalized in various countries and regions.
Whether it is policy or technical trade protection measures, will make China's textile and clothing exports face greater cost pressures and risks.
Since the beginning of this year, the trade protectionist measures suffered by China's textile and clothing exports have decreased compared with the same period last year.
From the current figures, the recall of the EU RAPEX system and the US CPSC in the first quarter of this year reduced the number of Chinese textile and clothing export products by 88.5% and 35.71% respectively compared with the same period last year.
At the same time, the number of anti-dumping investigations against textiles and clothing exports worldwide has decreased by 62.5% compared with the same period last year.
Analyzing the reasons for the reduction of trade protection cases in the first quarter, we believe that on the one hand, China's exports to the European Union and the United States have been reduced by seasonal factors in the 1~2 months of this year. On the other hand, the main organizations of the 2 recall announcing organizations have substantially reduced the number of products recalled worldwide, and the third is that the EU will turn more eyes to the main export competitors, such as Vietnam, Bangladesh and other countries.
Strengthening the awareness of protection is the key.
Facing the increasingly complicated trade protection situation, China's textile and garment export enterprises should strengthen their protection from three aspects:
First of all, enterprises should strengthen self-protection awareness when taking orders. They must strictly examine the design scheme of foreign customers in accordance with standards and related requirements, and stifle safety hazards caused by unreasonable design specifications from the source, and standardize the signing of contracts, and strive to clarify the safety provisions in the contract.
Secondly, enterprises should cultivate professional talents in product design and testing, establish strict product quality control system, and pay close attention to the development trends of relevant standards such as production, sales, packaging and so on. In the production process, we must strictly implement the standards according to standards, improve product quality and integrate with international standards; at the same time, we will build laboratories according to the conditions, effectively monitor the production process of the products, enhance the ability of self-examination and self-examination of enterprises, and some powerful enterprises can also strengthen cooperation with the consumer product safety committee of the United States, so as to avoid unnecessary losses.
Finally, enterprises should also respond positively with all walks of life.
For example, enterprises need to keep abreast of the relevant policies of the state, communicate with industry associations and chambers of Commerce and legal organizations such as exporters, and unite with peers to exchange information, learn from each other and cope with each other. At the same time, they should make rational use of the media for corporate propaganda and be good at maintaining the reputation and image of an enterprise.
